Should there be Congressional oversight of the 1/2 trillion in funds intended for small business?

My opinion is yes.....and while the whole system has become way too partisan...It is constitutionally the House of Reps and partially all of Congress to oversee the Executive Branch to prevent fraud,waste and abuse...part of checks and balances....and part of the Necessary and Proper clause..
