I think McMillan would be a long shot, but an absolute steal if we could grab him.
In terms of 21 kids, I have to imagine our top priority would be Tyrese Hunter. Looks like we've had a lot of contact with him with multiple check ins at his game/practices + him coming to at least one of our games(Bradley)... Probably still on the Notre Dame trio as well... Doubt we get tall 3, but I'd be happy with any of them... Lots of twitter activity with CJ Noland out of Texas as well which makes sense with Hebb (also from the DFW area) locked down.
We'll be dipping into the JUCO ranks as well for another big/guard as well.

How many scholarships will we have opening up next year? Is it 5 + any transfers? Clemons, Hall, Lucas, Uguak, Krut?

Actually, I think one 2021 scholarship is already committed to Jacob Hutson, so, barring any transfers-out, we have 4 scholies to play with for next season.
This assumes we fill our currently available scholarship slot with somebody other than Hutson or a grad transfer.

A few scouting observations:
Tschetter looks taller than his listed 6'8" (might be the skateboard though)
Seems like a bit of a ball(s) hog.
Moves very smoothly and effortlessly for a big man, but a tad slow.
Definitely a north-south player. Proved he can take it coast-to-coast but can he change direction in traffic?
Not much elevation on his jump shot or layups.
Where was he on defense when the little kid took the shot?
All in all one of the odder mixtapes I have seen.
